The dismissal means Vyas's habeas petition remains subject to the district court's prior rulings without further appellate review at this time. The denial of the certificate of appealability prevents Vyas from pursuing the bail issue on appeal unless he can later demonstrate a substantial showing of a constitutional denial. The dismissal for lack of jurisdiction leaves the other procedural rulings of the district court in place, effectively ending the appellate challenge to those specific orders.
