The appellate court held that the Rooker-Feldman doctrine does not bar claims challenging the statutes themselves, even when those statutes were applied in a state-court proceeding.
The Third Circuit affirmed the dismissal of a pro se plaintiff's federal civil rights claims arising from a state custody dispute, ruling that state officials and judges are protected by immunity doctrines. The court held that the plaintiff failed to plead an ongoing violation of federal law necessary to bypass sovereign immunity and did not allege that judicial actors acted outside their jurisdiction.
The Eleventh Circuit reversed a district court's dismissal of a securities fraud complaint against NextEra Energy, holding that investors adequately pleaded loss causation. The court found that a series of disclosures regarding executive departures and legal risks, coupled with a significant stock price drop, sufficiently connected the alleged fraud to the investors' financial losses.
